The Housing and Development Board 建屋发展局; Malay: Lembaga Pembangunan dan Perumahan; Tamil: வீடமைப்பு வளர்ச்சிக் கழகம்) is the statutory board of the Ministry of National Development responsible for public housing in Singapore.

HDB flats were built primarily to provide affordable housing for the masses and their purchase can be financially-aided by the Central Provident Fund. Resale HDB flat is an option for those that cannot afford to wait for several years for a new flat, or for the estate to develop the necessary facilities. These flats are at least five years old given the minimum staying period restriction imposed on owners of new HDB flats.

Buyers of Resale HDB should check if they are eligible to the following conditions by HDB;

Non-Citizen Spouse SchemeIf Singaporean Buyer at least 21 years old

Spouse must have a Long Term Visit Pass or Work Pass. The pass must have a validity of at least 6 months and it must be valid at the time of submission of resale application.

If you are at least 35 years old
Your spouse must have a Visit Pass or Work Pass. The pass may have a validity of less than 6 months, however, it must be valid at the time of submission of resale application.

Non-Citizen Family SchemeBuying the resale flat with: (applicant must be at least 21 years old.)

At least one non-citizen parent or child must:
have a valid Long Term Visit Pass or Work Pass of at least 6 months at the time of submission of resale application.

Orphans SchemeBuying the resale flat with: (applicant must be at least 21 years old.)

Conversion SchemeBuying 2 units of resale flats which are:

3-room or smaller resale flats
adjoining 3-room or smaller resale flats

Buying the resale flat with:

your children under your legal custody, care and control (if you are a widowed or divorced)

Ownership of property

Purchaser must ensure that they do not own residential properties in Singapore or overseas before date of application and the date of taking possession of flat.

Minimum Occupation Period (MOP)

HDB flat owners must have physically occupied their flats for a period of time, referred to as Minimum Occupation Period (MOP), before they are eligible to sell it in the open market. Read more on MOP here.

Ethnic Integration Policy

EIP – Ethnic Integration Policy is to promote racial integration and harmony ad to prevent the formation of racial enclaves. Having a balanced enthnic mix among the various enthnic communities living in public housing estates.

Under this policy, maximum proportions are set for all ethnic groups: Chinese, Malays, and Indian/Others, in each HDB block and neighbourhood. You may check the eligibility of the buyer’s ethnic group in any particular block.

Single Grant $15,000

A single who buys a resale flat with other singles under the Joint-Single Scheme or the Public Scheme may get up to a maximum of two Singles Grants.

Higher-tier Singles GrantParents must be included in the application as the co-applicants or occupants.

At least one of the parents must be a Singapore Permanent Resident or Singapore Citizen.

The amount of Top-Up Grant is the difference between the prevailing Family Grant (at the date of application for the Top-Up Grant) and the Singles Grant given earlier.
