HDB Build To Order (Chinese: 预购组屋制度) is a Housing and Development Board (HDB) flat allocation system that offers flexibility in timing and location for owners buying a New HDB flats in Singapore. Eligible buyers planning to shift into a new HDB apartment in the near future, can apply for apartments in their preferred location from specific sites launched. Tender for construction will be called only when most of the apartments in a specific contract 65~70% or more have been booked, otherwise, the project will be aborted.

Buyers of Resale HDB should check if they are eligible to the following conditions by HDB;

Citizenship

Age
At least 21 years old at the time of application

Family Nucleus

Ownership of Property

Applicants must ensure that they do not own residential properties in Singapore or overseas within 30 months before date of application and the date of taking possession of flat.

Every Singaporean will be allowed to purchase BTO flat twice.

Minimum Occupation Period (MOP)

HDB flat owners must have physically occupied their flats for a period of time, referred to as Minimum Occupation Period (MOP), before they are eligible to sell it in the open market. Read more on MOP here.

Penalty for Applicants who cancel booking

For applicants who have booked a HDB flat from March 2012 and subsequently cancelled the flat booking. Will have to meet a 1 year period from date of cancellation before applying for a new HDB flat.

Design, Build and Sell Scheme (DBSS)Average gross monthly household income must not exceed $10,000 if you are applying for a DBSS flat from Yishun PH1 and Tampines PH2 onwards.

Average gross monthly household income must not exceed $8,000 if you are applying for a DBSS flat in projects launched before Yishun PH1 and Tampines PH2.

Your average gross monthly household income must not exceed $12,000, if you are buying a DBSS flat with your extended family,

Executive CondominiumAverage gross monthly household income must not exceed $12,000.

Ethnic Integration Policy

EIP – Ethnic Integration Policy is to promote racial integration and harmony ad to prevent the formation of racial enclaves. Having a balanced enthnic mix among the various enthnic communities living in public housing estates.

Under this policy, maximum proportions are set for all ethnic groups: Chinese, Malays, and Indian/Others, in each HDB block and neighbourhood. You may check the eligibility of the buyer’s ethnic group in any particular block.
